He is the author of FROM CHARITY TO SOCIAL JUSTICE (Transaction Books, 2001) and recently edited FIFTY YEARS OF SOCIAL WORK IN ISRAEL: MEETING THE CHALLENGES OF A CHANGING SOCIETY (Jerusalem Magnes Press, 1998). He was a contributor to the INTERNATIONAL ENCYCLOPEDIA OF SOCIAL POLICY (Routledge, 2004).
